well i searched for it and found it, and the air and wind fruit could only "Control" the air and wind not create or anything else...

All right,
1. Then this'd be against the rules, since it's a "Like this, just better" thingie.
2. It isn't, really. I'd get that "Manipulate" was the same as "create", since there's always air around.
So really, you can just take the one that exists already. I'm pretty sure no one will actually call you out on cheating, since it's just... one of the things going with it.

Also even if you can't "create" only "manipulate", it doesn't matter with this because all wind is is the movement of air currents. So really all "creating wind" would do is move already existing air since air is everywhere except underwater or vacuums such as outer space.
