Yes, it's the 4kids dub.
I usually see if there's a dub and watch it. If one voice doesn't fit, I stop watching it and switch to subs *cough* Lucky Star *cough*

the "logic" behind the "L" instead or "R" is that when someone uses a VERY thick asian accent they tend to be unable to pronuce an R and substitue with an L but 4kids asumed they did this in their handwrighting as well....
