Name: Goro Goro no Mi ( Lightning Devil Fruit)
Type: Logia
Effect: User can create, shape and manipulate electricity, a form of energy resulting from the existence of charged particles (such as electrons or protons) which means at a higher level the user will also to a certain degree be able to manipulate electromagnetism (as a gear).
 
The fruit's major strength, as with other Logia fruits, is that it allows the user to produce, as well as become the element they control. In this case, Sky is able to produce as well as become electricity. With this in mind, Sky is able to attack with lightning itself. He is also able to regulate the voltage of his electricity, with a maximum of 200 Million Voltage. He is also able to avoid normal attacks by turning into lightning and allowing the attack to pass through him. On top of that, Sky can merge with solid matter (like gold or wood) for defense or traveling purposes. Turning into lightning can also have the added effect of electrocuting an opponent. The user is also capable of traveling at a lightning fast speed and instantly reaching distant places by turning into pure lightning. The fruit also allows him to jump-start his heart after it stopped.

Growth Curve:
0% Can use weak electrical sparks.
 
10% Transform parts of limbs (only one at a time). The lightning is still weak. The effect of the lightning attacks have the same effect as a taser.
 
20% Can unleash lightning blast and lightning stream. The level of lightning is a tad stronger and can transform two parts of his limbs at a time.
 
30% Large lightning blast released from a punch and Lightning Stream from kicks. Also can transfer lightning through weapons that can conduct electricity. The weapon that are infused by the lightning are much more resistant. This can take a toll to the user and 10% of the user's endurance drops for every three posts.
 
40% Lightning launching from all direction. The user has a great control on the lightning stream (short range). Can partial turn his body into lightning to by pass attacks.  
 
50% Speed Gear is available and the effect of the lightning to the point where they can leave burning sensation to a person, still minor.
 
60% His mastery over his lightning has greatly increased and can be controlled up to mid range. The second gear is available, Electro Gear (  30cm).
 
70%  Sky can fully turn into his element and Molding Gear is available. The perimeter for the second gear is now 1m.
 
80% Blast Gear is available and the perimeter for Electro Gear is now 5m. The damage of this gear is much higher than the previous lightning where anything hit by it can heavily burned or destroyed.
 
90% Speed Gear is no longer partial and can be fully transform into lightning to travel. This means, that the user can move through the clouds, without the handicap of being seen.
 
100% The user is able to increase the size of his lightning and use move like El Thor. He can also use the sky to unleash powerful lightning blast. Further more, Impulse Gear is now available and the perimeter for Electromagnetic Gear is now 10m. The user can passively turn into lightning transformation and
 
Voltage System :
20% : The use can unleash up to 40,000,000 Voltage
40% : The use can unleash up to 80,000,000 Voltage
60% : The use can unleash up to 120,000,000 Voltage
80% : The use can unleash up to 160,000,000 Voltage
100% : The use can unleash up to 200,000,000 Voltage
 
Gears :
Speed Gear : Speed Gear: The user can turn his legs into lightning and travel at lightning speed through electric conducting objects (wood, metal etc..). He can also move through clouds to travel long distance. If not on a conducting object, the user is very limited on the distance. After using this Gear, the speed of the user will be slowed down for the next one to two post. The level of the lost of speed depends of the distances travelled. The average speed in that Gear, is about 87.000 Miles per Seconds. After the gear has been used the user’s endurance drops 10% for every three posts of use.  
 
Electro Gear
The user generates an Electromagnetic field just like the earth and the sun generate their own Electromagnetic fields. He can also create barriers and shields that he can use to block, repel, hold back attacks and defend himself in battle. Furthermore, can use this gear to control objects that electric conductor, like metal. This gear takes a toll, to the vitality of the user and is limited to a certain perimeter (similar to Ope Ope no Mi and the Bari Bari no Mi). Furthermore, if this gear is used with Mantra, he can pick up electromagnetic waves, allowing him to overhear conversations and everything around him. After the gear has been used the user’s endurance drops 15% for every three posts of use, also depending of the perimeter.
 
Molding Gear
This gear, enables the user create specific form out of lightning. It can go from palm size to house size. He can also use the heat his lightning produce to reforge metal.  The only downside of this gear is that it needs time to create it, the bigger the longer it takes (30 seconds for the biggest) and the user’s endurance drops 20% for every three posts of use.
 
 
Blast Gear
All lightning attacks unleash burns to the objects and even destroy certain objects, depending on the level of the voltage used. Can now release fully transformed figure, like the Molding Gear but has an explosive effect, due to the high voltage used. After the gear has been used the user’s endurance drops 20% for every three posts of use.
 
Impulse Gear
By conducting the lightning through his nerves, the user has unbelievable reflexes. Tho, he can't use it for a long time. In that state, the user moves by instincts and can't control all of his action. He can also "predict" the next move, by quickly reacting to the movement of the opponent. Of course, the user needs to have a certain level of agility to effectively avoid the attacks. After the gear has been used the user’s endurance drops 20% for every three posts of use.  
 
Downside of the Gears  :
1st Gear :
At 50 %, the user’s endurance drops 10% for every three posts of use, double if it isn't through a conducting object. The user loses 10 % of his speed after the use of this gear.
At 70 %, the user’s endurance drops 5% for every three posts of use, double if it isn't through a conducting object. The user loses 5 % of his speed after the use of this gear.
At 90 %, the user's endurance drops 2% to 4% for every three posts of use, double if it isn't through a conducting object. The user loses 3 % of his speed after the use of this gear.
 
2nd Gear :
At 60 %, the user’s endurance drops 15% for every three posts of use and only able to control one object small object (knife)
At 80 %, the user’s endurance drops 10% for every three posts of use, able to control a mid sized object (a sword).
At 90 %, the user's endurance drops 5% for every three posts of use, able to control a big size object (a canon).
At 100 %, the user can control up to objects at a time. Draw back of 5% for every three posts on his endurance.
 
3rd Gear :
At 70 %, the user’s endurance drops 20% for every three posts of use. Creation at the size of a sword will take 2  post, creation at the size of a canon will take 3 posts and size of a house or bigger will take 5 posts.
At 80 %, the user’s endurance drops 10% for every three posts of use. Creation at the size of a sword will take 1  post, creation at the size of a canon will take 2 posts and size of a house or bigger will take 4 posts.
At 90 %, the user's endurance drops 5% for every three posts of use. Creation at the size of a sword will be created on the same  post, creation at the size of a canon will take 2 posts and size of a house or bigger will take 3 posts.
 
4th Gear :
At 80 %, the user’s endurance drops 20% for every three posts of use. The perimeter of the attacks are 1 meter.
At 90 %, the user’s endurance drops 10% for every three posts of use. The perimeter of the attacks are 3 meters.
At 100 %, the user's endurance drops 5% to 4% for every three posts of use. The perimeter of the attacks are 7 meters.
 
5th Gear :
At 100%, the user's endurance drops 20% for every three posts of use and after the gear is used, Sky's movement a limited. He move  up to 3 meters from his current location for the next two posts.

What you can do with the fruit is determined on what is on this sheet so I would susgest putting in more detail. My sugestion would be to include a tiered system where it give the voltage it can use at every stat. As it is the effectivness of the fruit would grow only a little with every level. Also you're allowed five gears with a devil fruit.

The voltage system seems fair and in-tune with what we seen in the canon.

Could you please give a little more detail on what the gears can do? How fast is the speed gear, is it as quick as a lightning strike or slower because he's only partially transformed? To what extent is he exhausted to after releasing it? Include a stat debuff on it such as a reduction to the characters endurance.

What can he make with molding gear? Is it simply mastery over shaping his element? Also does this gear have no side effects from use?

How sever of burns can his lightning inflict with and without the blast gear? Isn't there a negative effect with this either?

Finally impulse gear may allow the user to know what's coming, but if the character doesn't have the agility to dodge it won't matter. As well as with the others, I don't see any type of debuff on this gear.

400m for 20% and 900m for 40% seems like an awfully long distance to travel for a character that hasn't even mastered his fruit half way. Reduce the distance to 50m for 20% and 400 for the 40%.

Taking off the handicap for the gears altogether is going to raise the price significantly. I suggest using a tiered system where a bit of the effect comes off, but never completely.

Add in a % of speed the user loses after using the speed gear and the duration of the debuff.

The distance the electromagnetism is effective needs to drop significantly as electromagnetism is an entirely different fruit. The maximum is can start out with is around 30cm and a maximum ending of 10m.

Put the time it takes to use the molding gear on large objects into a number of posts

Limit the speed that the user can travel before obtaining speed gear to one quarter (1/4) of the speed of lightning at 20% and one half (1/2) at 40%.

In your second paragraph for the effect section of the fruit you have the maximum set to 500 million volt with the help of a gear. However you have no gears that allow you to reach that kind of voltage. Either put the cap at 200 million or create a gear that allows the extra power. Remember five gears maximum.
