| Well, they're different things, so I guess none of them would be in any situation to command the other. But then, the marine is part of the army, while the world government is political, so I'd say the government agent, as long as he's been sent to give commands, has the upper hand. if he's just commanding without any high ups telling him to, I think the marine could refuse. | |

| Nah, admirals are a little too high for that. Not sure about Vice admirals, but I'd almost say they are, too. Except when it's an order coming from very, very high up in the government. | |

| I'd say something like this has to go through approval by a mod first. It'd have to be important and reasonable enough. | |
