History: Evan grew up with two rich doting Parents that spoiled him, but also tried to shelter him. But when his Mom died due to lack of proper medical care and he found out, he dedicated his life to medical studies. At first his Dad was proud of him, but when he found out that Evan wanted to be there when people got injured in likely the same sort of danger, he once again tried to smother his boy. Frustrated and not knowing what else to do, Evan stowed away and found himself on the island which bore the devil fruit he consumed in his instincts blindly telling him how to survive. Somehow he's now found his way to the small town he's in now, looking for work as a crew medic.

Personality: Evan has a severe case of Toph-itis (Look it up). He is bluntly honest, and though he knows the rules of high society he chooses not to follow them. Though not quick to trust once you do gain his trust it is there forever, and not that he yet knows it but he's quite the lover boy. If he meets the right girl he just might be willing to risk his life to save her, not that he didn't already care for people a lot. It pains him to see someone dying, and he hates to kill but will do it so long as it is for self-defense.

effect: The user can create razor wire or normal wire off of any part of there body. they can manipulate it and make in as long as they want. they can sever the wire at any time

Special Abilities: In his desperation to survive Evan learned some fist-fighting and garrote.

Learned Techniques (Keep it 1-25): Chokehold (Slips his garrote around the victims neck and begins choking them)

Weapons/Items: None, he produces wire to be used as he needs it and prefers fighting without it if he doesn't intend to seriously harm. Well, he's always got his medical equipment on him, minus the wire to make it lighter.

Goals: Make a living as a field medic.

Could be more detailed, but all around still nice to see a char whos past isn't super dramatic.
