Appearance:
Body- Medium long, light brown hair, that can almost, but not quite, be considered blonde. Green-brown eyes that turn green when in a negative mood, and brown when reaching hyperactivity. Pale-tan skin, slightly apricot. Slender-athletic body type, much like Luffy's, only without as much cut abdominal muscles. Absolutely no fat.
Clothes- Black T-Shirt with white skull and cross-guitars on it. Baggy, washed out off-blue jeans, and black boxers underneath. Black socks, black tennis-shoes, and black fingerless gloves. Lastly, a black bass guitar slinger gig bag and katana and scabbard strapped to his back.

History: Phil, a bass-playing teenager, whose dream is to sail the seas for adventure, money, and girls, was inspired to do so by his father. His father, William "BILL" Fishyou left for Grand Line to find "One Piece." Phil wants to meet him again, since it had been 12 years since he last saw him at the age of 8, and when his mother died when he was 15, he decided to leave for Grand Line. He has been practicing using a katana since he was 10, and he has just recently started to depart to Grand Line at the age of 17.
Now that he is exposed to Marines and other Pirate crews, the number of fights he's been in, so far, are very great. He has only killed those that would have killed him, but so far, that's alot of people.

Personality: Creative. Mostly calm and quiet around people he doesn't know, but extremely hyper when not. Normally really nice, but can get aggitated or annoyed a little easily.

XD I dunno how much a beli would be worth in dollars, so I just typed in my lucky number, 26. Aright, I'll fix it!

EDIT: Is 2,600,000 more realistic than 26,000,000, or should I divide it by 10 again?

30,000,000 is the max aint it admin-sama? 2.6 mil aint too bad... but still, without any actual pirating, lower than a million is the general amount, if you like 26, go for 260,000

Okay, I get what you're saying now. After rereading everything about 50 times, I think I know what you meant:

When you said "It's already approved," I thought you were saying, "It's too late, I already approved it."
So when I asked, "So I can't change it," and you said "Yes, you have to." That threw me off.
