Personally, as far as the bounty issue, I would suggest that perhaps the higher ups of the naval hierarchy (I.E. Fleet Admiral or Admiral slots, whenever they are filled) could determine bounties when it comes to tacking on more belli due to thread actions. Maybe that's too much work though. Just a thought.

Bah, this all sounds stupid....Now you've done it, you've got me and admin agreeing. Another rank would only add drama, and not to mention all the changes we'd have to make that would divert from canon.
