Yes, it's basically an elaborate slingshot.

There's the handle with trigger on bottom, and a platform on top.
The platform has a small place to put the brick, and when the trigger is pulled, the strings inside the platform attached to the place to hold the brick will release and it will hurl the brick with 10 pounds of force for 10 meters.

I'm not sure. I just thought, "It can drive a long distance. I'll count it as a long range weapon!"
