What's the point of a ship unable to swim?

Its a moblie weapon kind of like a transformer. It can't float of course, but can capture pirates on land giving no way of escape. Imagine ur walking and a big mobile weapon wih the power of a battleship attacks you.

Yeah, but why a ship? I just find it weird they'd transform a ship, of all things... It'd be useless on land, and that's the only place where it'd work... Why not a land weapon? Granted, though, they're not really mentioned in One Piece...
