This is something that has to do with your "reputation". If you like a post a lot, find it informative, etc. you click this sign, and the user who posted it will gain one reputation "point". You can see how many of those he has on his profile. The way I see it, reputation doesn't really have any effect, but it's something nice to have. So basically, those signs are just there to show whether you liked a post a lot or despised it strongly (-).
