Appearance: Very Tall (7'), Weight: 300 pounds. His hair light light-blue and features a two locked fringe and trails to near knee length and is tied at waist length. Has closed white and blue robes, including a foot length cloak which trails behind him, padded shoulders, cuffed wrists, a raised collar and a stone bearings the symbol for Absolute Justice around his neck. Dartz has heterochromic irises, his right is green and his left is gold. Light-Blue Hair.

History: Dartz was born as a World Noble and a Prodigy. He was extremely talented at everything he did, He mastered Rokushiki at a very young age. Due to his special circumstances(Being a Noble and Unusually gifted, and it didnt hurt that his father was one of the 5 Gorōsei ) he joined Cipher Pol at a very young age of 5 as a Petty Officer. At the age of 6 he was promoted to CP1 Leader. At the age of 8 he was promoted to CP2 Leader. At the age of 10 he was promoted to CP3 Leader, at this point he discovered and ate his devil fruit, allowing himself to become very powerful. At the age of 13, he became CP5 Leader At the age of 18 he had become CP7 Leader. At the Age of 19 he had become CP8 Leader. Dartz is now next in line to be one of the Gorōsei like his father, once a member passes away and a spot becomes open. The Gorōsei are the 5 Elders that oversee and control the World Government. Just after he became CP8 Leader, a very skilled assasin attempted to kill Admiral Roy Alden and nearly succeeded if it was not for Dartz who used his prodigious skill and mastery of Rokushiki to defeat the Assasin, and save the Admiral's life. The Assasin was arrested and publicly executed as an example to others. Admiral Roy Alden was grateful and gave his Golden Den Den Mushi over to Dartz as a way of returning the favor.

Personality: Surprisingly Dartz does not act like a spoiled rich brat despite the way he was raised. He is a very wise and capable leader. He acts somewhat like a religious monk sometimes and worships the Force that he controls. Dartz's intellect and skill far exceeds his years. He does not care much for pirates and criminals and will not hesitate to hunt them down. He believes in absolute justice.

Ship: CP8 Flag Ship (Its a very HUGE vessel about 10 times bigger than a Marine Battle Ship)

Ship Flag: It has the World Government sign on it.

Special Abilities:

SuperHuman Strength: Over 1,000,000 Dourikis

SuperHuman Reflexes: Has Reflexes far beyond those of mortal men.

Spirit Energy Glare: A powerful glare that is very effective against opponents considerably weaker than themselves. It causes the opponents to be enveloped with fear and force them to retreat, and if the gap in power is large enough..it can even make the opponent pass out. The user can choose which targets to use the glare on. Strong opponents will not be affected by the glare if they are close in Strength/Equal/Stronger than the User.

The power, speed, and effectiveness of Rokushiki techniques depend on the person's Dourikis, the more Dourikis a person has the more powerful his techniques.

Learned Techniques (Keep it 1-25):
1)Soru - A technique in which the user moves at very high speeds in order to avoid attacks, as well as to attack at higher speeds. It was revealed that the principle of this move was to kick off the ground at least 10 times in the blink of an eye.
2)Geppou - A technique in which the user actually jumps off the air itself, allowing them to stay in the air for much longer than usual. Dartz can use this technique to cross great distances without ever touching the ground, or set themselves up for swift, aerial attacks. This attack can even be used with one leg but that makes it harder to use and control. While the technique itself affords several advantages in both in and out of battle for the user, it has but one flaw: since its usage depends heavily on the user's legs, restraining and/or pinning down their lower body can significantly disrupt Geppou.
3)Kami-e - A technique in which the user makes their body go limp in order to avoid any attacks, and float like a piece of paper.
4)Kami-e Bushin - The user makes himself smaller and lighter, possibly to use Kami-e better. At any rate, he is much more agile in this form, and harder to hit - as opposed to his hulking normal form.
5)Kamisori: Combination of Geppou and Soru. This technique makes it possible to move even more quickly and leaves the illusion to the adversary to be in several places at the same time.
6)Rankyaku - A projectile technique in which the user kicks out at very high speeds and strength, sending out a sharp "air blade" that can slice objects and greatly damage a human body.
7)Rankyaku Hyoubi - Dartz creates a large Rankyaku in the shape of a swirl, which is launched at the enemy like a razor blade.
8)Rankyaku Gaichou - Dartz creates a large Rankyaku in the shape of a bird. This Rankyaku has a much wider range, and is able to cleave steel - something not witnessed with other variations. The cut also seems more focused, instead of flickering and jagged like a normal Rankyaku. Dartz's strongest Rankyaku.
9)Shigan - A technique in which the user pushes their finger into a certain target at very high speed, leaving a wound similar to a bullet wound, making guns unnecessary.
10)Shigan Ouren - This attack is simply a rapid-fire version of the normal Shigan technique.
11)Tobu Shigan Bachi - A projectile version of Shigan that fires sharp piercing air bullets from the fingers, similar to "Rankyaku".
12)Tobu Shigan Mitsubachi - Same as Tobu Shigan Bachi, except Dartz launch it three times.
13)Tobu Shigan Hibachi - Same as Tobu Shigan Bachi, except it´s on fire.
14)Shigan Madara - Looks like Shigan Ouren, but is performed with both hands. This attack is piercing and makes for the ultimate Shigan barrage. Dartz's strongest Shigan.
15)Tekkai - A technique in which the user hardens his or her muscles to be as hard as iron/steel in order to nullify damage taken from attacks. The strength of tekkai can vary for users with different physical conditions, as a person with a higher level of muscular strength would be able to take stronger forces with his use of tekkai. Basically the stronger the user(higher dourikis), the stronger the Tekkai.
16)Tekkai Utsugi - This form of tekkai is used entirely as a counter, where the purpose isn't to absorb damage from the attack, but to transfer the shock of the attack back to the attacker, which can lead to broken bones in a normal human body.
17)Rokushiki Ougi: Rokuougan - This is an ultimate Rokushiki technique that can damage an opponent internally, similar to the Reject Dial, but with its power many times greater, but the technique is considered much more powerful and effective, and can be performed without the side effect of great pain to the user. It appears to be two fists held at close range that can damage the opponent with a blast powerful enough to cause even a person that is normally immune or highly resistant to blunt damage to cough up blood and come close to death. Basically even a person with superhuman endurance far beyond that of mortal men can still die very easily from this one move. A move that can kill the immortal/Indestructible/Invincible!

18)Sai Dai Rin: Rokuougan - Dartz's strongest move. This technique is used the same as Rokuougan, except it is stronger and has a larger attack radius. The move is so powerful that the shockwave it send out can punch a hole in rock even after going through its intended target. Basicaly this move is a much more powerful version of Rokuougan.

19)Buster Call: With a press of a button, calls in 5 Vice-Admirals and 10 Battle ships to annihalate an Island or any location that the user desires.

Weapons/Items: Golden Den Den Mushi

Goals: To make his father proud by becoming a great leader and restoring peace to the world and ending the Pirate Age.

Ok I fixed the part about Fleet Admiral, I honestly didn't know that you could not be a Fleet Admiral. I never saw such a rule against being a Fleet Admiral so my bad.

there isnt one because I never thought anyone would be that limitliess and greedy... I made an admiral because I had forgoten that they were that important that will be changed soon, well it would be if we dident alredy have vice admirals on it... oh what to do!

Well there are only 3 Admirals, not including the Fleet Admiral. Which nobody can play as. So since Roy Alden is one and possibly my character if hes approved, that only leaves 1 spot. So obviously not many characters will be admirals. The Admirals have to be responsible and not to abuse their power and set a good example for others.

P.S. The Marines do need a way to balance out the Yonkou, Shichibukai, Pirate King and all that anyways.

as an admiral he would not be able to move freely like your other characters, he would be as good as an NPC

I gus it makes since for the Leader of CP8 to be further along in the rokushiki then Admiral roy, but dose he have to have ALL the variations and moves and combos of the rokushiki, not even the strongest member of CP9 had ALL of them
