Just a quick question, assuming I don't start with that many techniques, am I allowed to add techniques as I progress, and what is the procedure for doing so?

Of course you may. You may add techniques as you go, but it is required that you post in your character's thread, sayng that you have added a move. Each move needs to be approved.
