Boardwide arcs (player or admin driven?) among other stuff

I have a question regarding the general nature of this site. Is it character driven, in the way that one or a few characters' actions can effect the path of the inclusive state of the site.

Example:

My crew assassinates one of the world nobles. Though they would obviously end up executed for such an action so not many people would do it, would such a feat be allowed be the administration and then tied into the world news, resulting in raised security and more aggressive hunting of pirates?

Or is it admin driven like:

The admin have a set storyline in mind and will follow it to the "T", only making slight changes should they so feel like it. Basically meaning that all actions by a single character or crew are ignored outside of their own RP.

Also, is this site trying to be canon to the One Piece Universe and all events have to fall in place allowing the events of the anime and manga series to occur or is it a diverging universe, giving alot more freedom to the direction?

Also, it might just be because I'm blind, but I didn't see the rules about NPCs so if someone could tell me, link me, or point me in the general direction, it would be greatly appreciated.

I think that if we did create a story arc, we wouldn't want to follow it too closely. I wouldn't want to railroad anything.

Also, to open up options and not have anything conflict with canon, this site is set 50 years before One Piece, so events don't have to fall into place, but there are some restrictions. You can't succeed in an attack against Impel Down or other such events that in One Piece had occured "for the first time ever."

So is this an RP that has a progressive plot to it or are the characters just interacting randomly?

Like can my character get stronger, is there some reward for building a successful crew other than having done so?

you control your own world, but there are limits you cant disrupt other peoples characters without there consent
