There's no need for nomination if they have a high bounty.

Is there anyone willin to look around for rookie pirates with a set amount of bounty as the minimum needed for them to be "Supernovas"? Be it over 100,000,000 or less, depending on the amount of rookie pirates with bounties that come even close to these numbers.
How about we make it like a race, whoever reaches a certain amount for a bounty, he will need to apply as a place for Supernova, if he gets two approvals then he's in. First ten people who get approved are Supernovas.

The problem is that this would more or less become a watered down version of Yonko/Shichibukai approval hunt. As opposed to the fact that Superovas aren't picked by anyone nor do they simply take over massive turfs and proclaim themselves as "Kings" of the seas.
