Capabilities: Gives the user to produce as well as manipulate red lightning. Unlike the Goro Goro no Mi, the Rugoro Rugoro no Mi is weaker, since red electricity produces less energy than blue, let alone, yellow electricity. Since this is the case, a user of the Rugoro Rugoro no Mi can only produce up to 10 million volts of electricity, which is still alot, but can not compare to the average Goro Goro no Mi, which allows the user to produce up to 200 million volts of blue electricity. The user can only manipulate electricity under 10 million volts. To make up for the limit of 10 million volts of electricity the user can create, he can manipulate electricity of any other level. When he manipulates it, though, the lightning changes to red.

It allows the user to become and produce red electricity that looks cool, but is weaker than the Goro Goro no Mi, so he's not too powerful.

I misunderstood the second part of your question, it produces immunity to what? If you mean he is immune to electricity, he is.
