Cipher Pol 1-4 NPC's; Accounting, Surveillance, Communications and Cover-Ups (WIP)

Chief:
Name: Head Accountant Goldscrunge.
Age: Unknown
Appearance: Unknown. He speaks only from Den Den Mushi from upon Mariejois that are usually expensive and gemstudded. Has a rather stiff and croned voice of an angry elderly gentleman.
Abilities: Tasked with counting the vast funds of the Celestial Dragons and keeping track of the entire overhead and wealth of the World Government.

Underlings:
Name: Agent Tarry "Kingdom Taxer"
Age Mid-40's
Appearance: A well dressed man in a black suit, short black hair, framed glasses that protect a cold dead stare. Carries around a brief case to do his work and a katana around his waist. Has a droning and dull voice and a scar that wraps around the crown of his head.
Abilities: A proficient swordsman who seems to have some use with a katana, though he wields it upside down half of the time. Deals with calculating and measuring the 'Celestial Gifts' and other money that is to be paid to the World Government and the Celestial Dragons.

Name: Agent Steward "Bounty Setter"
Age: Mid-60's
Appearance: An odd looking bald longneck human whose neck is bent over, his nose is rather large and pointed to being almost beak-like. Has tired squinty eyes and a hunched over back wearing a black suit and uses a cane to walk around. Many compare him to a vulture despite the lack of wings. Sports liverspots on the right side of his head and is missing quite a few teeth. Has a odd cawing hiss of a voice.
Abilities: Formerly a good marksman, but gone with age, he continues his work in calculating and assigning bounties to wanted pirates for certain deeds. His cane is actually a rifle in disguise.

Name: Agent Carter "Salaryman"
Age: Late-30's
Appearance: A well dressed man in a black suit, short red hair and framed glasses that guard a blank dull look. Carries around a briefcase that contains a set of brass knuckles. Has a scar stretching from the bridge of his nose all the way down to the back of his neck across his forehead and speaks with an authoritive and demanding know-it-all voice.
Abilities: A proficient boxer that focuses his attacks on the joints of people bodies, some recall him working for the Marines in his youth and having a huge gambling problem before joining CP-1 out of his own free will to better himself and the world. Deals with Payments, severance packages and more for lower ranking Marines.

Chief:
Name: Saul Solomon "The Blind Eye"
Age: Late-50's
Appearance: A rather rotund and short man in a black suit, slowly balding with black hair he combs over to hide the bald spot. Always wears shades and never takes them off. Speaks with a jolly but crooked tone when addressing people.
Abilities: Garbage at fighting, He instead watches over those watching over everyone and boasts how 'anything he sees, happens'. As such, he is more an important figure then a high end fighter that approves and organizes various Cipher Pol operations that other chiefs don't want to do and will either help them cover things up or expose them. And will even expose those trying to hide it themselves from them if it nets him a bonus. His nickname comes from multiple cases where he was able to deny and reject claims despite definite proof being placed infront of him and still be able to work.

Name: Yogi Yakka "The Background Noise"
Age: Early-30's
Appearance: Busy eyebrows, a messy brown mullet going down to his waist, a widows peak going on, tall and as skinny as a stick bug; These are what makes the man in the black suit who carries around a saxaphone. Speaks always in a musical tone and a very loud voice when he isn't randomly blasting the screeching quality of his sax.
Abilities: Garbage at fighting, He instead monitors all the CP-3 members who monitor the Marine airwaves and Den Den Mushi lines; As well as monitoring and changing Marine codes and codebreaking enemy codes. Still has a job despite spending most of his time 'practicing' his music skills, which he will blast out when he doesn't want to hear anything or if anything displeases him.

Name:Slip "Secretkeeper" Shademan
Age: Late 20's
Appearance: Sunken eyes, a disgruntled look, a sewn mouth and bony look. Dirty blonde hair tops the pale white mans head as he joins the rest in wearing a fitting World Government suit. He doesn't speak at all or make any attempts to speak or communicate with others outside of official documents. Carries a Bowie Knife, holstered to his belt behind his back.
Abilities: Proficient knife fighting skills that he rarely uses. Deals with covering up major incidents and issues to save face for the Marines and World Government. He had sewn his lips a few months into being promoted to Chief of CP-4 and works tirelessly behind the scenes to protect the Marine image. The only thing he does outside of work is collect pictures of young girls having fun from various sources to 'create himself a family, as his career will end only with his death.'
