Well if it is made for your character, then yes. It still needs approval and all that stuff though.

what if other users have made it and non character specific, can I still use them even if your not the maker

Yeah, Learned Techniques are a grey area cause it would be up to the user. Devil Fruits yes, they are always available. Weapons... well, those are different because people usually create specific items for a character, and it's not like you can have it out of no-where unless you obtain it in character (IC).
