Name: zumu zumu no mi (zoom zoom fruit)
Type: paramecia
Capabilities: the user gains the ability to vibrate themselves and objects at extreme speed. Though this ability is similar to the gura gura no mi, it does not have the same destructive power of earthquakes, airquakes, shockwaves, and etc. the ability allows them to not only move faster and more agile, but also (and mainly) to vibrate what they make contact with. This has three potential forms, all of which hard to master and therefor not able to be used all at the same time unless the user is powerful enough. The first form is the simplist: moving through an object. At basic level, it is simply increasing the damage from attacks; at moderate level, breaking through; at master level, actually becoming intangible. This intangibility is only effective on non-characters, as is to say they can still be harmed, but they still move through the object, resulting in basically reduced damage and better counter attacks. Not the same as logia avoiding by any means (estimated use of this is over 200mil in bounty if focused on this ability), and used in moderation (at first, once a thread, if strong enough a max of three). The second potential ability is vibrating something else to become more destructive. Basic, faster and more damging; moderate, drilling through most things it hits; mastery, more damaging and explosive than lasers, fire, and other explosion-type energies. This has the same limitations as before (bounty stacks). The last ability is vibrating to make something harder. Basic, not bend; moderate, quantitatively more durable; mastery, durable and either completely uncuttable or completely unbreakable (only one or the other).

In the end, the idea is to increase somethings speed to make it stronger in some form or another. This ability, though seemingly limitless in potential, is STRONGLY encouraged to be used in moderation and only to the point that the mods feel comfortable. If you fully master this devil fruit, as in using all abilities as much as reasonably allowed and to their full extent, your bounty should either be over 1bil, or you should have a canon-admiral-level character.

The vibrations and the increased durability of things touched doesn't make much sense to me, to be honest. All in all, it gives off the impression that this fruit bestows the user with multiple abilities that vary with each other, so I consider it to be a tad too overpowered (even with the limitations stated, mainly due to those ones will still not stop someone from just writtin "after decades of training, he gained mastery of the fruit blah blah" or somethin, as you suggest on how it should be used, rather than demand, but that's another thing to talk about.)
