explanation: the consumer becomes capable of creating and controlling ice-9; different from ice-1 (or debately 0) as produced by the hie hie no mi, ice-9 forms different crystals. When reduced to water, ice-9 is identical to any other water, however, the unique crystal formation causes moisture to immediately copy its formation. Like any other form of ice, it can be melted by heat easily.

I'm rather reluctant to this, to be honest, but we do have approved various "not-so-sure-about-this" stuff before. Not to mention elements's lesser forms, like the "Red Lighting". However, I'll keep a close eye on this, and whoever uses it, will have to use it in a way to differentiate it from the Hie Hie no Mi. Otherwise, I'll stand against it. But, unless such an event occurs ..

I have considered the ability, and there is no differences really between this and the hie hie. It's really a trade off. No op touch effect, ice freezes more things more quickly. Given this would function almost identically to the hie hie no mi no matter how you look at it, and the user who originally made it is gone, I'm going to deny it on the grounds of being a canon fruit... Plus, the hie hie no mi just says ice, so theoretically it would encompass this on its own.

So unless Shadow objects to my logic, this fruit is DENIED
