You cannot use Basil Hawkin's fruit to pass off damage to PCs, because it would count as both an auto dodge and an unavoidable godmodded hit.

The Harakiri ability, besides my previous statement, reminds me alarmingly of Hidan's abilities from Naruto.

Besides that, this character is ready for approval.

I see where you are coming from with the unavoidable hit but if you avoid being touched then your not going to get hurt and it will only count for one hit then he'll have to touch them again if he wants to pass off the pain again. Not all attacks on him will be killable either.

As for the Harakirimove I can move that

"Touching" can count both ways. If you're fighting a hand to hand combat user and they punch you, technically you've "touched" them, enabling you to damage them. It's kind of weird, and the Basil Hawkins fruit should only be used for the avoidance of damage on the user, not passing it off onto other people to damage them. Notice how not once in the Basil vs Kizaru encounter did Kizaru take any damage from Basil's dolls.

Ah fair enough you raise a good point there I was thinking of saying it would only count if he touched the character with the palm of his hand and not if he was hit but you have a point there and fair enough I shall only use it on npcs then.

And actually, can you do me a favor and decrease the number of dolls to 10-15? 20 cases of immunity to damage might be a bit too much. Coupled with the ability to dodge, it seems to almost make you invulnerable.
