History: Keitaro was a poor child raised on the streets of his home village. Though while he was poor he was not stupid and picked up on things easily. Including fighting styles his family had raised just enough money to add him and keep him in a fighting school. Much to the protest of the master he had picked an advanced style for someone his age. Black leg and much to the surprise of the master he caught onto it quickly. Mastering it after six months his master began to take an interest in the young man. Deciding he would enter Keitaro into a tournament which he declined but his mind was changed when he was told it had a special prize along with enough money to get him off of the streets.

Keitaro easily defeated the fighters who while were tough relied on dirty tatics that he could see through. With the money his parents bought a home and let him keep the fruit. Which he quickly ate despite it's horrible taste but soon learned of what it was. He discoverd he could use sand as a weapon which he was over joyed at. One month after that his master decided he was ready for the true teachings his master could give him. You see the man was an ex WG agent and could teach Keitaro a few Rashuki styles. To which the young ten year old accepted. It took him over all eight years to learn the styles but when he did he was a force that caught the WG's eyes. They sent a man to recruit him which he did with very much ease and that's what Keitaro has been for the last year a WG agent.

Personality: Sandstorm is...Blank to say the least the only emotion really seen from him is anger. Even at that it is rarely seen, Due to working directly under the world goverment he shows no emotion whats so ever. How ever thats only when infront of superiors or in battle when with crew or friends he is a rather kind and gentle man despite his power. Though due to the great deal of training he went through he is also always on alert despite hiding it well and ready to defend him self out of reflexe.

Having books appear out of nowhere that just happen to have detailed information World Government's special fighting style kinda seems a bit too plot convenient. Incredibly plot convenient. I doubt the World Government would just allow something like that to be published freely, particularly when a pirate could just scoop it up. It'd be nice if you went into a bit more detail as to why in the world there's a book like that, and how some relatively unknown guy could buy such a thing.

I'd reaaally like for you to expand on the history a bit more. Did he have any family or friends? Why did he enter the tournament? How did he learn the Black Leg style?

He works with the WG so no bounty and Occupation was said to be optional. All others have been fixed.
