Some characters don't need belli. Most logias will focus more on developing their devil fruit abilities before even thinking about using special weapons. Other characters want more stat points in the beginning to gain a little extra from other characters his level. Even people that want to earn Haki quick as possible won't need belli to achieve that. So, in honor of your possible complaints and lawsuits I've decided to add alternatives to how a starter character can.. start out.
First thing is first. A character starts with 50 million belli off the bat, no special deeds need to be done to earn this money. A person can use these belli to buy any weapon, basically, or ship within that price range. For cyborgs, for example, starting out with 50 million can mean a whole bunch of upgrades to their armor, gatling gun, lazer, or even a nice pair of shades! (is the shades too much?). Skypeans can find it easier to buy their dials when they have a high amount of money with them.
A character can, however, give up 10 million belli to earn something else entirely. If a character gives up 10 million belli they can earn either 10% stat points, or 2 ability points. If a person wants to give up 20 million belli then they earn 4 ability points, 20% stat points, or 2ability points and 10% stat points (basically, the user chooses). This continues until all of the belli are given up, or until the user of the character decides he's met a good balance. Of course, we wouldn't leave you broke starters without something extra. In exchange for starting out with 0 belli a character gains either an extra AP or an extra 10%, so a character will end up with a maximum of 60% stats extra, or 11AP extra (if they chose to go for only AP or only stat changes). As an example, if a character decided to start with 40% stats and 4AP then it is completely legal, assuming they re broke. Just to clarify this, THE USER OF THE CHARACTER DECIDES IF HE WANTS TO GAIN ABILITY POINTS, STAT POINTS, OR ANY VARIATION!
