Far away in the East Blue the Goa Kingdom was under attack by the revoltutionist army. This bold attack was actually sucessful in kidnapping the world nobles as well as the king of the island. They are keeping them inside the palace threatening the world government if they didn't surrender that they will murder them all. Now of course to the world government the safety of the nobles as well as their king is top piority, and despite sending an entire fleet as well as 10,000 marine troops to surround the city. They are unable to secure the palace due to the threat of killing the nobles and the entire royal family. There are nearly 6,000 armed revoltutionists rebels ready to defend the city to the death. Since using the marine is too risky, the world government must use alternate services.
Meanwhile at Enies Lobby, the CP 9 are being summoned at the tower of justice where Vice Admiral Opium awaited to brief them on their mission.
