The liquid won't become ice or steam then, but just become incredibly hot/cold?

well the process of water getting beneath0degrees would make it into an icy substance but it depends on the enviroment aswell if water is cold it wil freeze if water is hot it wil boil, but it doesn't give the user any capabilitys of creating or becoming ice/steam like a logia fruit its pure about the temprature, and the tempratue can change the form of the liquid the user is manipulating
