any user can submit a custom weapon and (if approved) they become open to all who want to use them, if the user wants them to, He/She can make them user or crew specific. heres the form:

Hail- Whenever devil Fruit Zubzerice ( frost devil fruit approval ) is activated during a slah or lunge, ice shards 3 ft. in mass ( length, width, and height ) are projected towards the enemy and will on occasion ( 15% chance ) cause them to freeze for 2 actions.
Repeating Slash- after the blade is swung at a high velocity (20% chace of high velocity) an afterimage appears to warn the enemies of the repeater and a wave of ice is projected from the sword for 35ft. and will either impale or freeze the enemy (50/50)
history: created 278 years ago ( rp time ) by the Tillery family and is passed down by generation. Only Garrett and the people he deens worthy or welcome to wield it can use it. But their is one problem the wielder including Garrett are encased in a sub-zero iceburg with Izeranium and Diamond cast covering for when and if the sword is destroyed and can only be rejuvinated if someone can bestow upon the glacier (iceburg) a phoenix feather which can only be obtained during the winter solstice.
just like devil fruits get weapons approved before character creation
