Capabilities:

The Chi chi no mi turns the user when eaten into a blood man. The user is given the power over blood. The user can use blood as they wish for defensive and offensive abilities. The wielder can turn their blood into not just a liquid but also a solid to use for many purpose. If they use to much of their own blood they can die from blood loss. If they do they have to find someone with their matching type and absorb their blood to regain that lost blood.

Weakness: They have the regular Devil fruit weakness as well as the weakness of when draining someone elses blood they gain any problems with that persons body illness, weakened body etc

i made this fruit once, it was for a Npc character so not i didnt need it approved, but the idea is the same, i think the fruit has the potential to be one of the more used ones, another thing you cant make it a gas, only a solid

I did change gas. Just don't approve it im not sure if i'd rather use this the dragon fruit. Because i have a Fourth in mind and i can only have 3 fruits. So just don't approve it yet im deciding.
