The Scythe can draw the blood from a dead victim's body and mix it within the sea prism stone blade of the scythe giving the blood the ability to nullify the devil fruit abilities of those who touch it. It can hold Seven chambers (a human body) worth of blood at any given time, but it must by refilled after every seven uses. If it is not refilled, a coating of blood will coat the blade, thus nullifying the negation properties of the scythe.
