Appearance: He has black short hair and usually wears a strange looking hat top hat. he wears grey suits, made for fight and move freely, but still very formal. He his tall and thin, and has a very solemn look on his face. He weild a crane, though he doesn't needs it.

History: Some say he was breed by the wind. Others say he was born 17 already, but the truth is that he doesn't really have a past to tell about. He ate his Devil fruit on his bread, thinking it was somekind of jelly. From that event, he acquired the ability to manipulate wind at will. In the times where he didn't have much to do, he enjoyed healing people using butter, sugar and tea. Don't ask me how he was able to do it, and in my opinion, don't trust him neither... One of his hobbies was also to forecast the weather, and then change it to what he wanted, though his abilities never worked well.
He met Kiwii, Madalena and Chess during one of his tea parties. From a tea party, they all became great friends. Even Madalena and Kiwii developed a deeper friendship.
The reason why he joined Kiwii and his crew is unknown.

Personality: He has a very eccentric behaviour. Though he appears to be calm and correct, he's usually just thinking of something crazy to say. A very remarkable characteristic is that when he uses his wind power, the hat falls down. Sometimes he persues after it, others he simply appears another.

Devil Fruit: Kaze-Kaze no Mi
Type: Logia
Effect: The main strengths of the Kaze Kaze no Mi its the ability to become, manipulate and produce air as with all Logia type users. The user is also able to manipulate air to form attacks and defensive menuvers. As air is not visible to the human eye, becoming air also grants the user a form of invisbility. Due to the fact that the user can manipulate air, they are also able to somewhat manipulate sound as sound travels via air and use this to their advantage in battle. Also becoming air grants the user flight (as seen with Somker and the Moku Moku no Mi) and able to traverse large distances in a reletivly short amount of time.

Like Crocodile, The Ruffle appeared to be able to vary his abilities into controlling weather at will, though it's not fully mastered and often results in odd ways.

Special Abilities: Being Mad counts?

Learned Techniques (Keep it 1-25):

Flow Block: The user gathers alot of high pressure air in one space, thus momentarily blocking a short attack such as a Gomu Gomu no Pistol.

Vortex Storm: The user creates a gale which can throw people and objects at high speed. Very useful when facing against large amounts of weak enemies.

Vortex Tornado: The user creates a tornado, sending it in one direction. Effective against a large number of weak enemies, but can also be used against strong enemies.

Air Rip: The user pulls air from the enemies lungs, thus colapsing them and suffocates them. This attack requires skill and precision to use effectively.

Pulse: This is a more powerful defensive technique where the entire body is surrounded by a dome of air that deflects attacks from all directions.

Jet Pulse: A more offensive move involving a direct pulse or jet of wind from the hands or feet. This direct blast can reach further with greater accuracy and is used to inflict greater damage though not very effective against heavy enemies.

Kaze Kama (wind scythe): The user focuses air accurately into an invisibe blade of air capable of causing damage (similar to the non-canon Kama Kama no Mi). These blades can cause tremendous damage to even the stongest of foe's but is difficult to execute quickly.

Kaze Sai: The user creates a pair of sai out of thin compressed air. The sai is then used as a combat weapon.

Weather Lottery: The user manipulates the weather and changes it. It's called lottery because you never know what will be the change.

Weapons/Items: A Crane with Sea Stone on the bottom.

Goals: Live life?

I have a feeling this is about only the movie and not the actual story. Proof being he is called the Mad Hatter, and not simply the Hatter. Anyways, Irrational is completely right and rational.

This is a mix of Disney, Tim Burton and Lewis Carrell. But I guess I'll have to change it

I really don't think that changing the name makes the character not a clone of the mad hatter. To be honest, the use of the Cheshire Cat still bothers me, but I'm letting it slide due to my own oversight.

Umm actually, Pulse would be negated by seastone.
And most of yor moves require becoming air which..isn't allowed according to what I've been told..

removed anything that means transforming into my own element. Removed the part of the attack that was suppose to be against seastones.
