History: Born in the grandline, Arkas was exiled from loguetown after a crime at an early age. He was born son of a vice-admiral, but he died in a fire that encompassed the whole island. Arkas didn't care, except for the fact that he was sent to Logue town, to live in an orphanage. The tolerated his acts of small crime, such as theft and defacing of property, as well as one count of arson. However, it wasn't his past that made him act like this, it was his nihilistic personality, and compulsion to erase and rebuild the world.
He got his devil fruit from a rich boy. He actually stole it from him, and killed him, at age twelve. This was simply to satisfy his dark curiousity. He wanted to know what he could do with it, and so he took it. However, this caused him to be exiled to a pirate colony. He destroyed the ship that left him their, and then proceeded to inspire the pirates with his beliefs. However, to him they were faking it, and were simply undesirable schemers, and so he left with one of their ships.
Arkas then went on to assault a navy base. He failed to completely eradicate it as they requested assistance, but he sunk every ship their, and burned the world government flag, as a way to say he was going to destroy them. While the mission seemed to be a failure, he did replace the flags with his own, which to him, meant he owned the place. He tried a second try, and chased the navy away, which allowed him to rule the island with little resistance.
That was until he realized he was getting complacent and left.
Personality: Nihilistic is the best way to describe his personality. He denies the existence of morals, and pursues the destruction of them. He does not know who he is, and so that is his mission. However, he believes that the only way to bring change is to destroy, and so, his true goal is to destroy the belief of morals and government. While some call him destructive, he would describe himself as rejecting. This kind of personality alienates those with high moral standards.

Devil Fruit: Fukenzen Fukenzen no Mi (Morbid Morbid Fruit)

effect: The user can secrete (on command) a black goo from their hands, fingers, feet, toes, and tongue (The longer the time, the more is secreted). This forms into a fragile bubble-shape. This "bubble" does not float, and does not have high air resistance, and so it can be thrown like a bouncy ball. This is only part of the ability however, as when the capsule-esque bubble hits something, it bursts like a paintball. The ink-like liquid that is released acts like a mark. When the user activates the power, it forms an arm, 4 feet tall, 2 feet wide max with minimum amount of secretion. These arms can be moved at the same time the user moves, but during that situation, they mimic the user's right arm (unless the user's right arm is not moving). If the bubble gathers more goo, more arms can be made, however they all follow the same pattern. These arms can latch onto eachother, but cannot be fused together.

Creation stage one: Secrets goo and breaks the capsule, to form arm, base technique.
Creation stage two: actually forms the arm, which means the control starts. always follows stage one, eventually
Movement basic one: swipes, or thrusts, anything basic like it.
Movement basic two: moving the fingers, forming fists, grabbing. can be combined with movement basic one
Advanced movement one: Can carry the capsules, and crush them, to a large multi-arm (connected not merging) shape.
Advanced movement two: Can grab weapon's and use them, requires skill.
Sniper movement one: fires a capsule at the opponent, very dangerous if it hits.
Sniper movement two: Fires a capsule at an object with enough force to create more wide-spread splash, allows greater option for where to form arm.
Fighter movement One: places capsule inbetween knuckles, so that the splat can hit enemy.
Fighter Movement Two: Breaks capsule on own fist, so that the extra arm can be used as an extension
Marksman Movement One: throws capsule into the air, and shoots it with slingshot, so random rain effect can be used for spontaneous combat.
Marksman Movement Two: Places capsule in enemy's pocket, and then shoots it, allows surprise attack.
Grappler's Movement One: puts capsule under enemy's foot, so that the enemy will crush it on it's shoes, allows the user to take down enemy easy.
Grappler's Movement Two: crushes capsule into enemy's arm-pit, used to get leverage on enemy.
Latching Movement: Places a capsule near another, so the arms stick together in multiple ways, as a ladder, a fence, multiple uses.
Weapons/Items: slingshot.
