How would that have any practicality? Is it a stronger charge than the average balloon could produce? If so, by how much? If no, than what's the point?

Since it is an "extreamly conductive metal" the charge is about 500,000 volts. Equal to a modern stun gun. The charge only lasts for 5 attacks.
