A man barely not reaching seven feet tall, he is 190 pounds and very muscular.

History: Wheeler grew up in a town where only smart people made a living, and he wasn't smart enough. He didn't like it, and he thought he could at least be patriotic. So he joined the navy, being a chore boy. He started working at age seven, and while he hated just cleaning up messes, he kept working. When he turned seventeen they let him be a real soldier. He worked and worked, and then one day he fell in love. He fell in love with a woman on an island who was adventurous, and she liked him too, until she met this one pirate, and she left Wheeler for the pirate, but she was killed by a missfire. He hated the pirate ever since, he remembers him, even though he wasn't that high of a rank so he couldn't do much.Eventually, he cought a wanted crew, because he had his weapon upgraded, and got promoted to commodore. At that same time mysterious killings were going on.
He found the killers, who used a devil fruit, and was rewarded with a promotion to Captain. He then led a crew out into battle against a pirate, but they were killed, and ever since he works alone, even though he has his own ship. He doesn't have a cannon on it, because it is just a dinghy, which he learned from a mistake. He fired a cannon ball at a ship and the cannon fell into the sea.

Personality: Wheeler is not a vengeful man normally, unless his love is brought up. He then becomes stern, and will perform brutal methods to find out information, which he only does during interrogations, and personal outbursts. He is dedicated to serving the navy, as it made him who he is, and gave him his weapons, ship, clothes, and everything. He doesn't hate pirates, he just thinks they deserve to be punished, it has to do with justice, not hate, or so he tells himself.
