Appearance:
-Height: 198cm. 6'6ft.
-Head: Richard has sharp face features, strong jaws and strong chin, his nose is straight and his nose tip is slightly bent downwards. He has thick brown eyebrows along with a 'chevron' type moustache (thick and wide: reference here: Click ). Richard has a curly and thick brown hair that reaches his neck which has on top of it a white boonie hat and thoughtful blue-green eyes.
-Chest and Legs: Richard has a normal to his age body but despite that, do not let that fool your eyes. The captain possess a fair amount of inhuman strength though not as much as most of the marine brutes he is able to crush a wall (not into pieces) but he doesn't rely on his physical prowess more except for his speed which he uses to his advantages. Other than that explained Captain Clancy wears a neat grey suit with white shirt below and a brown tie along with a white gold trimmed marine cloak on his back.
-Hands:: Underneath his sleeves he carries a few compasses, two on his left hand - one being a log pose and one Eternal Pose pointing towards G-1 Navy Base.
-Feet: Richard wears a pair of costume black shoes.



History: Fourty years ago Richard Clancy was born to two normally rich parents on a calm island with happy and kind-hearted people. Because of his parents he was taught discipline and politeness and thanks to his social surroundings he became kind-hearted and good. He grew well and dreamed of sailing the world and becoming a marine as a child but he left the island becoming a researcher to work with fellow researchers sailing the sea and finding different things that they wrote about in a huge encyclopaedia. The research team demanded great commitment and self-sacrifice as many of them had found many devil fruits that were not found out yet and had to eat them to see their powers. Some gained immense powers, half of those with immense powers went to seek their fame and fortune elsewhere, as pirates or marines or bounty hunters, others gained slightly useless powers, three-forth of them left and secluded themselves cursing their faith and the Devil while others motivated more continued.

It was around the time when Richard Clancy had grown his moustache, the age of thirty years, when his party found an unknown devil fruit. It was Clancy's job to eat it, he slightly shuddered but took a bite and swallow it then tossed the fruit away in disgust while it rot away. Clancy coughed and fainted for a few hours. After a few hours he woke up and felt his body differently. He tried to take his bag that was on a chair not far away but he did not calculate the distance well and so he thought he would not reach his bag but instead and surprisingly for him his hand reached it but the panic of Richard made him lose of control and the arm went loose.
Astonished he stood up from bed and informed his researchers that his fruit made him a rubber man as they also tested blunt force on him. They began writing about the fruit and had a lot of information about it for two years. But....

At the age of thirty two the Navy had found his location and captured him, without knowing why Richard was taken by a Vice Admiral who took him to an island and make him an agent of CP9 as he believed that Richard was the right man with the right powers to influence greatly on CP9 and make it even more lethal than before. He was wrong. Richard was taught Shigan only when the Vice Admiral deduced that he was too merciful and good to be in this place, instead he was placed a job in the Navy as a master chief petty officer and at the age of thirty five he successfully became a captain with a great reputation and respect and a fair amount of fame around all seas. From that day he promised himself, after seeing so many cruelties and tyrannies, that he would turn the world like his home island used to be - a peaceful place with happy and kind-hearted folks. And for that dream to come true he had to achieve a greater rank of power in the Marines - preferably Fleet Admiral.

Personality:
-Calm and Silent: Richard Clancy is a calm person who does not react with emotions and always uses his head. Almost never can you find him showing his emotions on the outside. Of course this does not mean he is a cold hearted man rather than that he just prefers keeping his emotions and thoughts to himself.
-Compassionate to his crew: Richard shows great compassion for his crew and cares for their well being more than for his mission because he is not like most of the marine's higher ups that throw their subordinates into bloodshed because they can't handle their emotions and feel superior. Unlike them Richard does not abuse his power and does not exaggerate his superiority.
-Disciplined: Even though he may not show directly that he is superior to his subordinates he is a very disciplined man and though his punishments are not severe Richard makes sure that his subordinates and crew are well disciplined and when they do lack discipline Captain Clancy's word is just enough to make them stand mature thus he has gained great respect and reputation around.
-Methodical Man: Richard Clancy is famous for being a man of methods and plans and strategies thus gaining the nickname Richard Clancy "The Tactician". Due to his calm personality he is able to calculate and analyze quickly and perfectly a situation and find more than one ways how to overcome the situation.
-Diplomat/Pacifist: The captain is a great negotiator with anyone and he is able to come with equal terms with anyone which gained him great respect in every sea and even in the Grandline. Richard also dislikes violence and prefers to negotiate an outcome that would be violence-free but he is not hesitant whether he has to destroy something to overcome but most of the times he has ways of how destruction and murder is not needed.

-Gomu Gomu No Gun: Derived from the Shigan, Richard would stretch his arm backwards and send it forth with his index finger erected and would smash his finger utilizing Shigan with great speed and power at the enemy dealing a very dangerous damage to the enemy. In some cases the sharp Richard can stretch his index finger forward too covering more range surprisingly for the enemy.
-Gomu Gomu No Machine Gun: Richard Clancy would commence a barrage of strikes towards the enemy so fast that it seems as he has more than two arms. In this case he would erect his left and right index fingers and utilize Shigan to deliver multiple and fatal blows to the enemy. Despite how fatal this can be it lacks accurancy and most hits might not land or would land on non-vital points.
-Gomu Gomu No Patriot: Using his Gomu Gomu no abilities Captain Clancy would roundhouse kick an enemy or couple of enemies stretching his kicking leg so much that when it lands the damage can be devastating.
-Gomu Gomu No Yari: A simple side kick but with the powers of the Gomu Gomu Fruit Richard would stretch his leg gaining more power and momentum and can deliver a huge amount of damage.
-Gomu Gomu No Fuusen: Richard would inhale a great amount of air turning him into a soft baloon that can reflect objects back due to him being made of rubber.
-Gomu Gomu No Origami: The opposite of Fuusen, instead here Clancy would exhale a great amount of air turning him as light as a feather and thus he would look like a drunk man that fancily would dodge hits because the air that the strikes produce would move Clancy sideways and thus avoiding damage. (Because otherwise it's OP this lasts only two posts of mine)
-Gomu Gomu No Spring: Richard Clancy would jump very high into the air and pull his legs up and then stretch them downwards stamping the place or the enemy. This is very fatal due to the very strong smash. The name spring comes because Richard's legs make the motion of a spring.
-Gomu Gomu No Knuckle: Captain Clancy would stretch backwards his arm and then send it forth as a devastating punch that could deal a vast amount of damage.
-Gomu Gomu No Gattling Knuckles: Parent of the Machine Gun technique, this technique is the same but rather utilizing Shigan, Richard would use his bare punches to deliver a vast amount of devastating damage. This has more accurancy than the Machine Gun.
-Gomu Gomu No Cannon Ball: Stretching backwards both of his arms Richard would fire them forth at great speed and blast the opponent or the object sending it at great speed flying away like a cannon ball.
-Gomu Gomu No Catapult: Richard Clancy would grab to objects while his hands are parallely equal he would go backwards and fire himself with his stretched hands flying off like he was shot from a catapult.
-Gomu Gomu No Hammer: Captain Clancy would stretch up his arms and send them down like hammers at the opponent/s or object, hammering it into pieces.
-Gomu Gomu No Sandwich: Using his Gomu Gomu no abilities he would stretch his both hands at both sides from the enemy and stretch his palms and then basically slam them together making a sandwich with the opponent.
-Gomu Gomu No Slash: Richard Clancy would jump in the air and stretch his leg a lot then deliver a powerful axe-kick below.

Weapons/Items: One Flintlock,One Seastone expandable baton (Grip is not made of seastone but of metal and above it comfortable for the hand rubber.

quite detailed.... but you are threading on a dangerous df, many have used gomu gomu no mi and many have come off as a cheap rip off of Luffy..... hopefully, you wont be the same
