We've already seen fortune telling in the one piece world by characters such as Basil Hawkins or madame Shirley through various objects such as crystal balls and clothes. Is such an ability allowed on this site? And if so, what limitations will it have?

fortune telling persay... is not illegal, but the act of looking into a future during a battle or god modding by saying ive seen this attack before, is banned here.

Ok but if I use fortune telling to predict a person's abilities before actually seeing them is allowed?

No, that would be 'seeing into their hearts' or something.
Major events only, but don't predict anything too huge.
